The popup as a customer sees it — it dims the page until dismissed.
The popup covers the page until dismissed. Once per visit means a paying customer signing in to do a job is interrupted every time — that is the fastest way to make your panel feel spammy. Once a day is usually the most you should use on customers who are already paying you.
Take your own promotions down when they expire. A “this week only” banner still showing next month tells every customer that nobody is looking after the panel.
